Nineteen participants, including 10 from other countries took part in the Tier 1 – Workshop on the Fundamentals of Government Auditing in Port Moresby from 3rd November to 7th November 2014. . It was the largest PASAI workshop to date.</p>

Various sessions covered auditing bank and cash equivalents, analytical review procedures, data collection methods, follow up of audit recommendations, assessing computer data reliability, time management and audit reporting. As part of the program the auditors were given basic training on how to detect fraud, waste and abuse in public institutions.</p>

The criticism was based on the fact that in 2012, the Audit Office could only provide reports for 2009.</p>

			<p>Under the requirements of the Constitution, the Auditor General conducts audits, evaluations and investigations to assess the economy, efficiency, effectiveness and accountability of public resources entrusted to public sector agencies and entities and their programs. The Auditor General reports the outcomes to the Parliament of the audits, at which point and in the normal course of events, these reports are referred to the Public Accounts Committee. Where appropriate the PAC conducts a hearing into matters raised and the Auditor General along with others are called upon to assist with the inquiries.</p>

Automated System for Audit Process: With technical assistance from the Australian National Audit Office, the Auditor General has implemented a centralized information system to assist auditors through the creation of a central database, with user interface that the auditors can utilize to feed data and get real time feedback inline with the organisations auditing standards. This system is in its pilot stage of testing and once complete, it will help better monitor and control audit planning and implementation within the organization. The system is known as TEAMMATE project.</p>

New Audit Planning Process: The audit office has introduced a streamline and more effective audit planning process, designed to enable officers to set realistic and practical audit objectives, determine their critical paths and schedule their audits effectively. A tremendous amount of assessment was executed for the purpose of the developing the best audit planning process so that at the end of each audit cycle, stakeholders get a document that is comprehensive, detailed and complete.</p>

Introduction of Performance Audit: The Auditor General has introduced Performance Audits to its duties, which has meant the added challenge to increase its knowledge and skills to undertake such audits. Performance auditing has given the Audit General the ability to create impact oriented reports. Performance audits recently completed include the Review of the Integrated Financial Management System (IFMS) Project, Access to Safe Drinking Water in the National Capital District and Management and Reporting of Trust Accounts. Mr Nauga said these type of reports improved the reputation of the Audit General Office.</p>

			<p>Mr Nauga explained that this year his office has embarked on a process of restructuring, and aligning with the goal to increase its delivery of priority reports and increasing its numbers. They have submitted their restructure plans and re-alignment manpower to the Department of Personal Management. The Auditor General has requested an increase in the staff ceiling to 270 officers.</p>

This contributes to a build up in the number of audits in arrears, it contributes to a lack of accountability reporting in a timely manner, and furthermore, the non-tabling of Annual Reports on performance and management by public entities in the Parliament.</p>

			<p>This is the first PASAI workshop to be hosted by the Office since 1975 and the participants came from six Pacific countries including PNG. A total of 19 attended, of which seven participants were from the hosting Office. The international participants were from Vanuatu, Solomon Islands, Nauru, Federated State of Micronesia and Samoa.</p>

			<p>All international participants were first time visitors to Papua New Guinea and quickly realised how different and culturally diverse the country is. They were given technical support by the PASAI technical Advisor, Mrs. Agnes Aruwafu, based in the PASAI office in Auckland, New Zealand.</p>

			<p>The workshop covered topics on fundamental government auditing principles, role of the Auditor- General, overview of the audit process, structure and content of Auditing Standards, understanding the audit entity, assessing internal controls, audit evidence and documentation. Various sessions covered auditing bank and cash equivalents, analytical review procedures, data collection methods, follow up of audit recommendations, assessing computer data reliability, time management and audit reporting. As part of the program the auditors were given basic training on how to detect fraud, waste and abuse in public institutions.</p>
