Performance Audit on the Effectiveness of Church-Run Health Services

In 2011, the Public Accounts Committee (PAC) provided the Auditor-General’s Office with a
list of potential performance audit topics. The AGO considered the list provided and prioritized the
performance audit on the effectiveness of the CHS delivery of government-funded health
services/programs in PNG. Amongst other things, the audit has been undertaken due to the CHS
significant contributions in the delivery of essential primary health care services to the rural
communities in PNG.

The objective of the performance audit is to assess the effectiveness of Christian Health
Services (CHS) in the delivery of Government-funded health services/programs to the population of
Papua New Guinea with particular emphasis on:

  • The Partnership Arrangement between the Government and CHS on the delivery of the these government services;
  • The resource allocation and management processes employed to facilitate delivery of these services; and
  • The performance monitoring and the reporting to the Government on the outcomes provided by this funding.
