2014 Capacity Building Year for the PNG Audit Office

 

This year, 2014, has been a tremendous year in capacity building for officers of the Auditor General Office.

Auditor General Philip Nauga said that this year there has been a large increase in AGO staff attending workshops, conferences and presenting white papers in PNG as well as overseas.

Also three officers have completed the CPA coursework and received their certificates. One of the officers, Molna Maria Andrew, Senior Auditor with the Audit Division was one of 3 AGO staff to recieve CPA certificates in 2014. More officers will take part in the CPA program.

As well as this, the AGO Twinning Program has been one that is highly regarded amongst the public service. Every month, officers are travelling to Australia, Fiji and other countries to gain knowledge and skills that can be applied to the AGO office.

He said in previous years, this type of capacity building was marginalized due to limited resources

However, since his tenure began in 2012, capacity building is one of the pillars of revamping the AGO.

“We need to build capacity. We need to make sure we have the necessary skills, knowledge and capacity to do an audit and report.”

He said one day, officers of Audit Offices in other countries will travel to PNG to gain knowledge and skills from the PNG audit office.

Recently, the PNG Audit office hosted the Pacific Association of Supreme Audit Institutions (PASAI) workshop, in Port Moresby in this November, 2014.  Nineteen participants, including 10 from other countries took part in the Tier 1 – Workshop on the Fundamentals of Government Auditing in Port Moresby from 3rd November to 7th November 2014. . It was the largest PASAI workshop to date.

The Auditor General’s Office of Papua New Guinea, in partnership with the Pacific Association of Supreme Audit Institution (PASAI), hosted a Tier 1 – Workshop on the Fundamentals of Government Auditing at the Laguna Hotel in Port Moresby from 3rd November to 7th November 2014.

The objective of the workshop was to impart basic auditing skills and knowledge based on the PASAI adopted auditing principles and standards as a basis of developing the audit capacity of Supreme Audit Institutions within the Pacific Region.

The workshop covered topics on fundamental government auditing principles, role of the Auditor- General, overview of the audit process, structure and content of Auditing Standards, understanding the audit entity, assessing internal controls, audit evidence and documentation. Various sessions covered auditing bank and cash equivalents, analytical review procedures, data collection methods, follow up of audit recommendations, assessing computer data reliability, time management and audit reporting. As part of the program the auditors were given basic training on how to detect fraud, waste and abuse in public institutions.

Mr Nauga said he was proud of the performance of his officers to ensure the success of the workshop, as it reflected positively on Papua New Guinea and improved the capacity of the staff to host important international audit events in country.
